Do all RGB colour wheels include tertiary colours?

Not all RGB colour wheels include tertiary colours. Some basic RGB colour wheels only display the primary colours (red, green, and blue) and the secondary colours (cyan, magenta, and yellow), which are created by mixing the primary colours. However, more detailed RGB colour wheels may include tertiary colours.
